Helping Assess the Impact of Healthcare Reform

PharmacistWith many of the key provisions of the Patient Protection and Affordable Care Act now formalized, our team of Brown & Brown actuaries has developed a predictive model to help employers assess the impact of Healthcare Reform.

Per the Patient Protection and Affordable Care Act, perhaps as early as next year, health insurance products may be sold through an exchange.  For products included in the exchange, they will be required to exceed the minimum benefit requirements as determined by the Federal Government.

Employer provided benefit plans must meet the actuarial value test of at least 60% while meeting the established mandated essential benefits and preventive care provisions.

This changing landscape of benefits challenges the finances of both employers and their employees.  Employers with 50 or more employees are particularly affected as penalties, taxes, and enrollment migration need to be adequately reviewed to determine the financial impacts of health care benefits.

The Brown & Brown Healthcare Reform Cost Study is an impact model using employer specific data to accurately access the cost impact of Healthcare Reform.

The algorithms use employer census data, current benefits plan costs, current and proposed benefits plans and required employer and employee contributions to determine impact results.

Using industry experts and our in house actuaries with extensive knowledge combined with employer provided information, our modeling and analysis accurately determines tax modeling, plan modeling, contribution analysis and future indexing to determine answers to Key Findings.

The report provides summarized Key Findings and detailed cost impact projections of 2014 to 2018.  Detailed Healthcare Impact cost items include:

  • Benefit Mandates
  • Employee Migration
  • Taxes and Fees
  • Transitional Reinsurance
  • Adverse Selection
  • Medicaid Transition
